A surf hotel is a hotel that has taken surfing seriously: board storage, a rinse area, breakfast early enough to make the dawn tide, and usually an in-house school or a standing arrangement with one.
That last detail is the whole category. A normal hotel with a nice beach will serve breakfast at eight, have nowhere to put a wet suit, and look puzzled when you ask about the tide — none of which is a problem until you are on a surf trip.
